  萬向創新聚能城處于杭州市擁江發展核心區，是浙江大灣區建設的標志性工程之一、浙江省首批“萬畝千億”新產業平臺培育項目，以及錢塘江科創走廊建設的核心節點。推進萬向創新聚能城建設，是浙江省、杭州市、蕭山區推動更高水平對外開放和創新驅動發展的戰略布局，是落實長三角一體化發展國家戰略的重點工程，也是新時代推動長三角高質量發展的新實踐、新探索。
  Wanxiang Innova City sits in the core zone of Hangzhou’s“Embracing the River”development corridor.It is one of the landmark projects for the development of the Zhejiang Greater Bay Area,one of the first batch of“Ten-Thousand-Acre,Hundred-Billion”new industrial platform cultivation projects,and a core node in the construction of the Qiantang River Science-Technology Innovation Corridor.Advancing the construction of Wanxiang Innova City is a strategic move to open wider to the world and pursue innovation-driven growth.It is a key project for implementing the national strategy of integrated development in the Yangtze River Delta,as well as a new exploration for high-quality growth in the region.

  Human civilization has now entered the“Fourth Industrial Revolution.”With continuous leaps in energy’s extraction,transportation and utilization efficiency,new quality productive forces—big data,cloud computing,artificial intelligence and the like—are iterating in parallel.Industrial transformation is reshaping urban life.Smarter,more efficient and more sustainable will be the direction of future cities,carrying the newest industries,lifestyles,consumption and entertainment patterns within plastic,flexible and open urban space.
  為實現萬向創新聚能城在國家科技創新領域的職責使命，也為其在杭州城市發展道路上塑造模板，本次項目旨在以國際化視野集思廣益，汲取中西方城市發展經驗，征集突破傳統的城市設計方案。
  To fulfill Wanxiang Innova City’s national mission in Science-Technology innovation and to create a model for Hangzhou’s urban evolution,this project aims to pool wisdom from a global perspective,and calls for urban-design proposals that break convention,drawing on both Chinese and Western urban development experiences.
  4.征集范圍
  Competition Scope：
  研究范圍：東至新街大道，南至支六路，西至利群河，北至濱江一路，用地面積約8.32平方公里。
  Study area:East to Xindie Avenue,South to Branch Road 6,West to Liqun River,North to Binjiang 1st Road;approx.8.32 km2.
  概念設計范圍：東至池杉路，南至支六路，西至利群河，北至濱江一路，用地面積約5.6平方公里。
  Conceptual Design area:East to Chishan Road,South to Branch Road 6,West to Liqun River,North to Binjiang 1st Road;approx.5.6 km2.

  02征集方式
  Competition stages
  本次概念性城市設計分為概念提案階段和提案方案深化階段，其中概念提案階段為本次方案征集內容。
  The conceptual urban design is divided into two stages:Concept proposal stage(the subject of this competition)&Proposal refinement stage.
  03資格要求
  Qualification Requirements
  1.本次國際方案征集不設資質要求，國內外設計機構均可報名參加，接受聯合體報名，不接受個人名義報名。
  No pre-professional qualification is required;domestic and international design organizations are eligible to apply,including joint ventures(JVs).Individual applications are not accepted.
  2.應征機構必須具有合法注冊并在有效期內的營業執照或合法證明。法定代表人為同一個人的兩個及兩個以上法人，母公司、全資子公司及其控股公司，不得同時報名參賽。
  Applicants must possess a valid business license or equivalent legal proof.Entities sharing the same legal representative,or parent/subsidiary/affiliated companies,cannot apply separately.
  3.應征機構需（或聯合體牽頭方）獨立或牽頭進行過特大或超大城市的重點功能片區或濱水地區的規劃及城市設計。
  Applicants(or JV lead)must have prior experience,independently or as lead,in planning and urban-design for key functional zones or waterfront areas in mega-cities or super-large cities.
  4.鼓勵由境內、境外建筑設計、城市設計、景觀設計、智慧城市、可持續設計、產業策劃、交通規劃等多專業技術團隊共同組成聯合體參加，聯合體單位不超過三家，其中至少一家應為境內單位。聯合體須提交聯合體協議，并在協議中明確聯合體的主體單位。聯合體各成員簽訂聯合體協議后，不得再以自己名義單獨申請，也不得組成新的聯合體或參與其他聯合體，否則資格無效。
  Multi-disciplinary teams(architecture,urban design,landscape,smart city,sustainability,industrial strategy,transport planning,etc.)are encouraged to form JVs(max.3 members,including at least one China-based firm).A JV agreement identifying the lead member is required.After submission of the agreement,no JV member may apply individually,form a new JV or join another JV;otherwise the application will be invalid.

  05設計補償費
  Design Compensation
  1.提案經主辦方評選后，會確定方案排序。
  After evaluation,the organizer will rank all valid proposals.
  2.第一名、第二名：為入圍單位，主辦單位會與入圍單位另行簽署合同進行提案方案深化工作，相關補償費用包含在合同內。（每家單位后續深化費用不超過250萬。）
  First and Second-ranked teams:finalists.The organizer will negotiate separate contracts for proposal refinement;Related compensation fees will be included within the contract.(The subsequent work fee for each team shall not exceed RMB 2.5 million.)
  3.第三、四、五、六名：設計補償費人民幣10萬元。其中第三名為候選單位，若入圍團隊因自行放棄等原因無法參與，由候選單位進行替補。
  Third to sixth-ranked teams:design compensation of RMB 100,000 each.The third ranked team is the standby finalist;if any finalist withdraws,the standby will take its place.
  (上述費用均為含稅金額。應征人所獲獎金/補償費產生的任何稅費，由應征人自行承擔。)
  (All amounts are tax-inclusive.Any taxes arising from the prize or compensation are the sole responsibility of the recipient.)
  06成果要求
  Submissions Requirements
  設計提案應包含但不限于設計理念、規劃結構、整體意向圖、設計鳥瞰效果圖及建筑方案草圖（效果圖）等內容，并附有充分的文字說明以便解讀設計意圖。
  Each proposal should include,but not be limited to:design concept,planning structure,overall illustrative images,aerial bird’s-eye view,preliminary architectural sketches and explanatory text.
  設計成果以下形式提交：
  Design submission must be provided in the following formats:
  1）文本：按A3規格（297mm×420mm），一式4本，要求20-30頁，采用雙面軟膠裝的規格進行打印裝訂。（正本與副本內容不一致的，以正本內容為準）
  Booklet:A3 size(297mm x 420mm),4 copies,20-30 pages,printed and bound as double-sided soft-cover booklets.(In case of discrepancies between the original and copies,the original shall prevail.)
  2）電子文件：發送至郵箱fzb wanxiang.com.cn，含文本（PPT、doc文件或可編輯的PDF文件）、CAD圖紙（DWG文件）等。
  Digital files:e-mail to fzb wanxiang.com.cn.Contents:booklet(PPT,DOC or editable PDF),CAD drawings(DWG),etc.

  07文件獲取
  Document Acquisition
  征集文件獲取：應征機構可發郵件至fzb wanxiang.com.cn獲取本次城市設計的相關資料，包括《設計任務書》、基礎資料等，主辦方將統一提供。在獲取資料同時，即認定應征單位接受保密條款，并需要隨郵件發送加蓋公章的保密承諾函掃描件。Applicants can request the relevant urban design documents for this project,including the“Design Brief”and base maps/data,by sending an email to fzb wanxiang.com.cn.By requesting the documents,the applicant is deemed to have accepted the confidentiality clause and must send a scanned copy of the Confidentiality Undertaking stamped with their official seal via email simultaneously.
  08保密要求
  Confidentiality Requirement
  征集及方案設計活動結束前，設計機構或其設計人員未征得主辦單位的許可，不得以任何方式披露、公開或展示主辦方提供的相關資料及設計成果，否則將依法追究其相應法律責任，并取消其參與本次征集活動的資格。
  Without prior written consent of the organizer,no applicant or its personnel may disclose,publish or exhibit any documents provided by the organizer or any part of the design proposal before the competition ends.Violators will be disqualified and held legally liable.
