華東國際聯(lián)運新城城市設(shè)計方案國際征集（“本次征集”）由金華市國際陸港樞紐建設(shè)管理中心和金華市自然資源和規(guī)劃局作為主辦單位，由金華市國際陸港產(chǎn)業(yè)發(fā)展有限公司作為承辦單位及征集人。上海國際招標有限公司受征集人委托，作為征集代理，組織開展本次征集活動，歡迎有興趣參與應征的申請人參與本次征集。本次征集將通過公開資格預審的方式從所有申請人中擇優(yōu)選取4名應征人參加征集。

  浙江省第十五次黨代會賦予金華高水平建設(shè)內(nèi)陸開放樞紐中心城市定位，金華市委八屆三次全會做出“打造國際樞紐城奮進現(xiàn)代都市區(qū)”的決策部署，市委經(jīng)濟工作會議提出“港、廊、鏈”三大主戰(zhàn)場。“港”即國際陸港樞紐，“廊”即浙中科創(chuàng)走廊，“鏈”即十條重點產(chǎn)業(yè)鏈。《金華國際陸港樞紐建設(shè)方案》提出“一軸兩核三區(qū)多平臺”的國際陸港樞紐空間格局，華東國際聯(lián)運新城正是兩核之一，也是金華國際陸港樞紐戰(zhàn)略目標能否實現(xiàn)的關(guān)鍵性因素，更是全省實施世界一流強港和交通強省建設(shè)的標志性工程之一。
  The 15th Party Congress of Zhejiang Province has designated Jinhua as a high-level inland open hub center city.The 3rd Plenary Session of the 8th Jinhua Municipal Party Committee has made decisions to"build an international hub city and advance the modern metropolitan area."The Municipal Economic Work Conference has proposed three main battlefields:"Port,Corridor,and Chain.""Port"refers to the international inland port hub,"Corridor"to the Central Zhejiang Science and Technology Innovation Corridor,and"Chain"to ten key industrial chains.The"Jinhua International Inland Port Hub Construction Plan"proposes a spatial layout of"one axis,two cores,three areas,and multiple platforms,"with the East China International Intermodal New City being one of the two cores.This core is crucial for achieving the strategic goal of the Jinhua International Inland Port Hub and is also one of the landmark projects in the province's efforts to build world-class ports and a strong transportation province.
  為深度融入“一帶一路”高質(zhì)量發(fā)展和國內(nèi)國際雙循環(huán)戰(zhàn)略，全面貫徹我省打造世界一流強港決策部署，大力推進“四港聯(lián)動”，搶抓全國性綜合交通樞紐、國家物流樞紐承載城市和國家綜合貨運樞紐補鏈強鏈試點城市等發(fā)展契機，錨定華東國際聯(lián)運新城“主戰(zhàn)場””主引擎”建設(shè)，以“國際陸港樞紐新城”為總體定位，以“一年開新局、三年出形象，五年成示范、十年見新城”為總體目標，實施“強港、引產(chǎn)、興城”三大發(fā)展策略，整合區(qū)位、產(chǎn)業(yè)、貨源、物流等優(yōu)勢，開展規(guī)劃引領(lǐng)、內(nèi)暢外聯(lián)、平臺賦能、產(chǎn)業(yè)引育、港城融合、改革創(chuàng)新六大工程，全力打造華東第一陸港、“一帶一路”大宗商品交割中心、國際樞紐城市重要門戶，加快建成基礎(chǔ)支撐強、集聚帶動強、開放融通強的國際一流陸港樞紐。為此，在2024年4月編制完成《華東國際聯(lián)運港片區(qū)發(fā)展策劃和概念規(guī)劃》的基礎(chǔ)上，組織開展華東國際聯(lián)運新城城市設(shè)計方案國際征集工作，重點從功能定位、業(yè)態(tài)布局、交通組織、空間形態(tài)、景觀風貌等方面開展深化研究，高質(zhì)量繪制華東國際聯(lián)運新城規(guī)劃藍圖，有效引領(lǐng)新城快速發(fā)展。

  To deeply integrate into the high-quality development of the Belt and Road Initiative and the domestic and international dual circulation strategy,fully implement our province's decision to build world-class ports,vigorously promote the"four-port linkage,"and seize development opportunities such as becoming a national comprehensive transportation hub,a national logistics hub bearing city,and a national comprehensive freight hub pilot city for chain supplementation and strengthening.Anchoring the construction of the East China International Intermodal New City as the"main battlefield"and"main engine,"with the overall positioning of"International Inland Port Hub New City,"and with the overall goals of"making new progress in one year,forming an image in three years,becoming a demonstration in five years,and seeing a new city in ten years,"we will implement three development strategies:"strengthening the port,attracting industries,and revitalizing the city."By integrating advantages in location,industry,cargo sources,and logistics,we will carry out six major projects:planning guidance,internal smoothness and external connectivity,platform empowerment,industry cultivation,port-city integration,and reform and innovation.Our aim is to build East China's leading inland port,a major commodity delivery center for the Belt and Road Initiative,and an important gateway for international hub cities,accelerating the establishment of a world-class inland port hub with strong foundational support,strong aggregation and driving forces,and strong openness and connectivity.Therefore,based on the completion of the"Development Plan and Concept Plan for the East China International Intermodal Port Area"in April 2024,we will organize an international competition for the urban design of the East China International Intermodal New City,focusing on in-depth research on functional positioning,business layout,traffic organization,spatial form,and landscape style.This high-quality planning blueprint will effectively guide the rapid development of the new city.
